How do one know if to see a psychiatrist or psychologist?

• A big question was asked during the last health seminar I attended, how do one know if he or she should see a psychiatrist or psychologist? I found out that a psychiatrist is allowed to prescribe medication, and has not had as much communication technique training as a psychologist. What do you have to say?
